My favorite example is the Kreuzberg-Friedrichshain district (in Berlin): according to some surveys, almost two-thirds of residents would like a completely car-free district. Nevertheless, there is not even a pedestrian zone in the district. Why? Because the Road Traffic Act [StVO in German] is a federal law and dictates a system of values from above that originally dates back to the Nazi era and is still being pushed through by car lobbies today, even against all resistance. So my wish for the future would be: politically empower the lanes, streets and neighborhoods so that they can decide for themselves about their environment! Because usually those who live there know best what is needed there. And it's easy to sidestep the accusations of dictatorship that “green politics” often has to face, because there can still be neighborhoods that specialize in car racing or God knows what, if that's what the residents want. But it could also be the case that the surrounding neighborhoods all decide for a total car ban and then the cars go where they belong: on the playground! Mittlerweile wissen fast alle im Globalen Norden, dass ihr sogenannter Fußabdruck zu groß ist und wir mit unserem “modernen” Lebensstil eine Katastrophe globalen Ausmaßes auslösen. Dennoch ändert sich viel zu wenig und niemand hat wirklich das Gefühl, sich ändern zu können – wir scheinen festzuhängen. Ein Bonus im Wortwitz ist dabei, dass “exhaust” auch der Auspuff oder das Abgas ist. Da das Thema als Ganzes zu groß ist, fokussiert sich die Reihe auf das Auto im Speziellen und die Mobilität im Allgemeinen, um produktive Analysen und Antworten für dieses Jahrhundertproblem zu erarbeiten. Deswegen werden wir im Rahmen des 5-tägigen Workshops die althergebrachte Trennung zwischen Theorie und Praxis überkommen, indem wir – informiert von den Inputs des Symposiums – an konkreten Vehikeln bauen, die in  experimenteller Weise den urbanen Stadtraum “hacken” können. Ich glaube es ist sehr zukunftsweisend, so Theorie und Praxis zusammen zu denken – weil wenn man rein in den Diskursen bleibt, kann man zwar die Probleme in ihrer Gänze darstellen – merkt aber nicht, wie viele Anpassungen und Umformungen der steinige Weg der Umsetzung erfordert. Leider sind die meisten unserer Bildungsinstitutionen auf dieser Trennung aufbauend. Da ich eher aus der sogenannten Theorie komme, kann ich es besser von dieser Warte her beantworten: wenn man zu sehr “rein theoretisch” bleibt, kann man sich leicht auf Ansprüche verhärten, die zwar schön, gut und richtig sind, in der Anwendung aber kaum Erprobung finden können. Es gibt so eine Art Steifheit und Zögerlichkeit unter Theorie-Kolleg*innen sich zu sehr mit konkreten Versuchen zu beschäftigen, da diese strukturell fast immer zu kurz kommen und scheitern (können). Dies liebe ich u.v.A. an der Zusammenarbeit mit Rainer: Scheitern, Ausprobieren, Spaß-haben am nächsten Versuch im Wissen um seine Defizite – so etwas ist eine extrem wertvolle Tugend in einer Zeit, in der wir alle nicht wissen, womit wir aus der misslichen Lage, in die uns die moderne Konsumkultur gebracht hat, wieder rausfinden werden. Genauso sind die Ampelschaltungen und die öffentliche Förderpolitik auf eine Bevorzugung des Autos ausgerichtet. Ein Stellplatz für das Auto in der Innenstadt (ca. 12m2) ist so z.B. um vieles günstiger als ein ca. gleich großes Kinderzimmer – und das obwohl man Zimmer leichter stapeln kann als Autos. Alle deutschen Dialekte von Berlin über Dresden, Wien, München bis Bozen waren daran beteiligt und alle Mundarten des Italienischen von Trient bis Sorrent – gar nicht zu rechnen die stummen Flüche, als das sind: Fäusteschütteln, Zungerherausstrecken, die Hinterfront zeigen und anderes mehr.“* Leute spannten sogar Drahtseile über die Straßen und es kam immer wieder zu Lynchjustiz. Hitler ist also nicht der “Erfinder des deutschen Autobahnnetzes”, wie er teilweise dargestellt wird. Doch was Hitler und seine NSDAP geschafft haben, ist ein davor recht unpopuläres Mobilitätsparadigma so massiv durchzusetzen, dass es danach zur allgemein akzeptierten Normalität des sogenannten “Wirtschaftswunder” der BRD wurde. 1933 besaßen 0,2 % der Deutschen ein Auto. Keine demokratische Partei hätte also jemals Autobahnen gebaut. Das wäre ungefähr so, als ob heute Parteien damit werben, nun massiv Privatjetlandplätze überall auszubauen. Für die Interessen der Großindustrie und ihrer dadurch massiv wachsenden Absatzmärkte (sowie militärisches Kalkül für die Truppenbewegung) baute das Dritte Reich massiv Autobahnen und entwarf als komplementäres Gegenstück unter der Leitung von Ferdinand Porsche den “Kraft durch Freude”-Wagen – den Vorläufer des VW Käfer. Dadurch wurde jedem Mann verkauft, dass auch er bald für wenig Geld an diesem bürgerlichen Automobilprivileg teilhaben konnte – und seine blonde heterosexuelle Kernfamilie bald in die deutschen Lande ausfahren kann. Bis heute sind viele Gesetze, die das Auto massiv bevorzugen, wie die Stellplatzordnung, die Autobahngesetze und viele mehr, ein Erbe der NS-Zeit, welches unhinterfragt in unsere vermeintlich “liberale” Ordnung übernommen wurde. Seit dem wurde übrigens nicht nur in Deutschland, sondern auch in Ländern wie Frankreich und Großbritannien das Schienennetz massiv vernachlässigt und rückgebaut – und man baute überall Autobahnen, um dem “Wirtschaftswunder” des eigentlich gerade besiegten Deutschlands hinterher zu hecheln. Hierbei werden wir nämlich zwei Expert*innen beim Symposium im März sprechen haben. Gretchen Sorin zeigt, dass Menschen, die im öffentlichen Raum vermehrt damit rechnen müssen, rassistischen, misogynen, trans- oder homophoben Angriffen zum Opfer zu fallen, strukturell dazu neigen, sich “dickere Autos” zu kaufen, weil diese sich sicherer anfühlen. Anhand der Geschichte des American Civil Rights Movements zeigt sie, dass für das Erkämpfen der Rechte schwarz-gelesener Personen das Auto so nicht wegzudenken war. Er argumentiert, dass Käufer*innen von SUVs nicht mehrheitlich Klimawandelleugner*innen sind (wie sie oftmals bezichtigt werden), sondern ganz im Gegenteil: die Angst vor der kommenden Katastrophe leitet bestimmte Schichten dazu an, ein dickeres und höher gelegenes Autos zu erwerben: wegen dem Sicherheitsgefühl in diesem Schutzraum. Ich denke, dass dieser hier kurz umrissene Aspekt des “Schutzraum Autos” ein zentraler ist für eine zukunftsfähige Mobilitätspoliitk. Ich glaube, dass die massive Verbreitung des Autos gewisse “seelische Schichten” unserer selbst verkümmern hat lassen, an denen wir heute mangeln: der sinnliche Bezug zur Umwelt, das vertrauensvolle Umherschweifen in der Nachbarschaft, der flache Austausch mit Nachbar*innen beim nahen Kreißler oder Gastwirt – all das ist durch die massive Ausbreitung des Autos massiv zurück gegangen. Genauso hat sich eine patriarchale Geschlechterordnung im Auto verfestigt, wie ich in der Geschichte des Faschismus bereits angedeutet habe. Und bis heute werden Mobilitätsforscher*innen nicht müde, darauf hinzuweisen, dass eine autozentrierte Verkehrspolitik männliche “breadwinner” Modelle massiv bevorzugt und traditionell “weibliche” – mehr auf care-Arbeit fokussiere – Arbeitsmodelle benachteiligt. Dass das Auto auch einer der zentralen Fokuspunkte eines ziemlich problematischen männlichen Begehrens (welches Dominanz von Natur und Dominanz von Frauen quasi gleich setzt) ist, muss ich wohl kaum ausführen – schalte den Fernseher ein, die nächste Werbung oder das nächste Musikvideo wird dies wahrscheinlich zu genüge demonstrieren.  ",{"type":116,"content":2233},[2234],{"text":2235,"type":107},"Die gängige Form des Autos ist also historisch gewachsen und betrifft nicht bloß Themen der “Umweltpolitik” im engeren Sinn, sondern muss auch entschieden seine patriarchalen und kolonialen Verstrickungen mitdenken, um zukunftsweisende, andere Mobiltitäts- und Lebensweisen zu fördern. Niemand fragt ernsthaft: warum pendeln Leute eine Stunde hin und eine Stunde her, um irgendwo acht Stunden in einem Glaskasten auf einen LCD-Bildschirm zu schauen? Warum müssen Menschen eineinhalb Tonnen Stahl bewegen, um sich ihr Abendessen zu besorgen? Das, was wir heute als “Mobilitätsbedürfnis” bezeichnen, ist vielfach dem Auto und der von ihm begünstigten Umwelt (Supermärkte statt Kreisler, Schläferstädte, monokulturelle Landwirtschaft, gigantische Lieferketten) geschuldet und wäre ohne es in dieser Form nicht entstanden.",{"type":116,"content":2241},[2242],{"text":2243,"type":107},"Weiters wird die Zeit, die wir dieser Mobilität am Altar der modernen Konsumkultur opfern, als eine Art “tote Zeit” betrachtet. Niemand fordert ernsthaft, dass die Hinfahrt auch Spaß machen soll, zu einem sozial und kulturell befriedigenden Lebensstil beitragen kann und den Austausch in der Gesellschaft befördern könnte. Doch dies steht und fällt letztendlich alles mit dem Auto und seiner verkehrspolitischen Fokussierung. Ich bin mir dessen bewusst, dass eine “autofreie Welt” (ob man dies nun wünscht oder nicht) von heute auf morgen weder demokratisch noch wirtschaftlich durchsetzbar wäre. Doch dies ist mir auch zu groß und abstrakt gedacht: denn es gibt mit Sicherheit etliche Gassen, Straßen, Grätzl, Bezirke und vielleicht sogar Gemeinden, die keine Lust mehr auf so viele Autos – oder überhaupt Autos im Allgemeinen – haben. Mein Lieblingsbeispiel ist hierbei der Bezirk Kreuzberg-Friedrichshain – laut manchen Umfragen wünschen sich fast ⅔ der Bewohner*innen einen komplett autofreien Bezirk. Trotzdem gibt es nicht mal eine Fußgängerzone im Bezirk. Warum? Weil die StVO ein Bundesgesetz ist und von oben herab eine Werteordnung diktiert, die ursprünglich aus der Nazizeit stammt und heute von Autolobbies auch gegen jeden Widerstand weiterhin durchgeboxt wird. Mein Wunsch für die Zukunft wäre also: ermächtigt die Gassen, Straßen und Grätzl politisch so, dass sie selbst über Ihre Umwelt bestimmen können! Denn meistens wissen die, die dort wohnen, auch am besten Bescheid, was es dort braucht. Und man kommt auch leicht aus dem Dilemma eines Diktaturvorwurfs heraus, dem sich “grüne Politik” oft stellen muss: denn es kann gerne weiterhin Grätzl geben, die auf Autorennen oder weiß Gott was spezialisiert sind, wenn sich das die Anwohner*innen so wünschen. Es könnte aber genauso sein, dass die umliegenden Grätzl sich alle für ein totales Autoverbot entscheiden und dann kommen die Autos dort hin, wo sie hingehören: auf den Spielplatz!
